Chapter Three    Fact Sheet of Each Conference


1. The First South Asia - Sichuan Business Promotion Round-Table Conference

The First South Asia-Sichuan Business Promotion Round-Table Conference was held in Chengdu, on January 28 and 29, 2010. Mr. Liu Qibao met with Mr. Annisul Huq, Chairman of SAARC Chamber of Commerce and Industry, and other leaders from commerce chambers and industrial associations of the eight South Asian countries, as well as officials of embassies and consulates to China. Mr. Liu Qibao is a Member of the CPC Political Bureau, Head of the CPC Central Publicity Department, former Party Secretary of the CPC Sichuan Committee, and Director of the Standing Committee of the People’s Congress of Sichuan Province. Mr. Yu Ping, vice chairman of CCPIT, and Mr. Huang Xiaoxiang, then the vice Governor of Sichuan Province, have attended and gave speeches in the meeting. Heads of commerce chambers and industrial associations from the Eight South Asian Countries delivered excellent speeches at the meeting, expressing their good willing to cooperate with Sichuan, and recommended the key investment projects of their countries. CCPIT Sichuan and the South Asian commerce chambers and industrial associations signed a multilateral cooperation memorandum, and reached four consensuses.

2. The Second South Asia-Sichuan Business Promotion Round-Table Conference

The Second South Asia-Sichuan Business Promotion Round-Table Conference was held in Chengdu, on Jan 25 and 26, 2011. The theme of the conference was “to promote the trade and investments between Sichuan and the South Asian Countries”. Over 130 delegates attended this conference. The delegates include some ambassadors and consuls from South Asian countries to China, some heads of commerce chambers, and industrial and commercial dignitaries, and representatives from 87 prominent companies from both Sichuan and South Asian countries. Mr. Yu Ping, vice Chairman of CCPIT, Mr. Zhang Zuoha, vice Governor of Sichuan, and Mr. Annisul Huq, Chairman of SAARC Chamber of Commerce and Industry, have addressed at the conference. Chairmen of the South Asian commerce chambers made exciting remarks on trade promotion and investments. During the Second Round-Table Conference, Press Conference for Business Opportunities in each South Asian Country was held along with B2B Matchmaking Meeting. A series of business administration institutions and offices were established, including the Chengdu Offices of Maldives National Chamber of Commerce & Industries, and the liaison office of the Federation of Pakistan Chambers of Commerce and Industry, and Nepal China Executives Council as well as China – South Asia Business Council Sichuan Liaison Office.

3. The Third South Asia-Sichuan Business Promotion Round-Table Conference

The Third South Asia-Sichuan Business Promotion Round-Table Conference was held in Chengdu on June 8th and 9th, 2012. The theme of this conference was “Industry Relocation and Trade Investments”. Ambassadors and consuls from seven South Asian countries to China, such as India, Pakistan, Afghanistan, Bangladesh, Maldives, Nepal, and Sri Lanka joined in the conference. And some heads of commerce chambers, and industrial and commercial dignitaries, and representatives from prominent companies from both Sichuan and South Asian countries also attended the session. CCPIT vice Secretary General Yu Xiaodong, Sichuan’s vice Governor Qumushiha, and former Chairman and founder of SAARC Chamber of Commerce and Industry, Mr. Tariq Sayeed addressed at the conference. During the conference, interviews with major guests and B2B Matchmaking were held.

4. The Fourth South Asia-Sichuan Business Promotion Round-Table Conference

The Fourth South Asia-Sichuan Business Promotion Round-Table Conference was held in Chengdu on June 3rd and 4th, 2013. The theme was “the Market Potential and Cooperation Opportunities of Electric Power Sector Development in South Asian Countries”. Mr. Gan Lin, vice Governor of Sichuan Provincial Government, met with delegates of commerce chambers and officials from embassies and consulates. In the Round-Table Conference, CCPIT vice Chairman Yu Ping, Sichuan’s vice Governor Gan Lin, and the former chairman and founder of SAARC Mr. Tariq Sayeed gave their speeches respectively. Mr. Huang Wei, vice General Manager of Dongfang Electric Corporation, introduced DEC’s experience on the company’s investments and construction of power plants in South Asian countries. Ms. Fu Zhilin, vice General Manager of International Department of the Bank of Communications, introduced related policies regarding overseas investments and financing. The South Asian delegates introduced the environments for investments and the demands for electric power.

During the Round-Table Conference, the parallel events including “Round-Table Session of Commerce Chambers”, “South Asian Projects Presenting Meeting” and “B2B Matchmaking” are also carried out.

In the Round-Table Session of Commerce Chambers, the theme of the 2014 Round-Table Conference was specified, namely, “the New Opportunities in the Infrastructure Construction of the South Asian Countries”. The mechanisms of Permanent President and Rotational Presidency were established. CCPIT Sichuan serves as the Permanent President, while the South Asian Countries take turns to assume the Rotational Presidency, in the alphabetical order of the initial letters of the country’s names, which means that the next Rotational Presidency will be Afghanistan.  The Chairman of Afghanistan Chamber of Commerce & Industries will serve as the leader of the South Asian Countries Delegation to attend the Fifth Asia-Sichuan Business Promotion Round-Table Conference.

In the Projects Presenting Meeting, twelve electric power projects worth 8.6 billion US dollars were introduced. The projects were from India, Bangladesh, Nepal, and Sri Lanka, etc. Meanwhile, the investment environments and policies were introduced as well, which attracted Sichuan electric power companies, such as Dongfang Electric Corporation(DEC), No.7 Engineering Bureau of the Sinohydro Group, and Sichuan Power Transmission and Transformation Company, etc. In the B2B Matchmaking Meeting, 32 representatives from major Sichuan electric power companies and electric power authorities, experts, and 26 power sector companies from India, Bangladesh, Sri Lanka, and Nepal matched 52 pairs to have B2B talks. These Chinese companies include DEC, China Railway Eryuan Engineering Group, No. 7 Engineering Bureau of Sinohydro Group, Sichuan Electric Power Transmission and Transformation Engineering Company, No.2 Engineering Company of the Gezhouba Group. The talks are mainly concerned with hydraulic power, coal-fired electric power, power generation equipment, power plant engineering and design, power grid construction, and project financing, etc. According to statistics, the total value of the eight agreements of intent signed on this Round-Table Conference nearly reached 6 billion US dollars. To promote agreement signing, South Asian delegates invited Sichuan companies to pay field visits to their countries.
