Macro Economy

 

Profit of Chengdu's Above-Scale Industries Increased by 28% in the First Ten Months

Added value of Chengdu's above-scale industries increased by 7.1% in the first ten month, 1.2% higher than the previous year. The growth rate has remained over 7% for three months.

The rapidly rising enterprises' profit is closely related to de-stocking.

According to results of a research done by Chengdu Municipal Development and Reform Commission, the finished goods inventory of key competitive industries and strategic emerging industries declined by 8.3% and 17.2% respectively in the first eight months.

Chengdu started to implement the "five social insurance" rates cutting policy on May 1. According to the measurement result of the Chengdu Human Resources and Social Security Bureau, the policy saved labor costs of RMB 510 million in the first three months after the policy was activated. Foreign Trade Declined Slowly in the First 11 Month and is Expected to Increase

Sichuan foreign trade started to increase at the end of 2016. According to the latest statistics of Chengdu Customs, Sichuan's total import-export value is up to RMB 290.44 billion in the first 11 months, with a year-on-year decline of 0.8%. Compared to the first ten months, the decline rate is 1.9%. According to the spokesperson of the Chengdu Customs Wu Jian, the foreign trade would continue to decline slowly in the next month and was expected to increase.

Sichuan's total import-export volume was up to RMB 37.19 billion in November, reaching another high after last February, with a year-on-year growth of 44.3% and a month-on-month growth of 11.8%. In the same months, its output volume increased fastest among the latest three months and import volume growth rate reached the top. (December 14, Sichuan Daily/Zeng Xiaoqing)

Queensland State Government Sets Trade and Investment Office in Chengdu

Queensland State Government set its Trade and Investment Office in Chengdu on November 23. With abundant natural resources, complete infrastructure and strong policy support, Queensland is also a top destination for investment. Vice governor of Queensland State Jacqueline Trad showed his friendliness to Sichuan's representatives on the opening ceremony.

When the representative of Queensland came to Chengdu half a year ago, he said Queensland would set up an office in Chengdu. As expected, the office was set up half a year later. Taking advantages of the office, Sichuan and Queensland will enhance their cooperation in fields of food, agriculture, infrastructure, building, resources and energy. Switzerland’s Consulate-General in Chengdu Opened

Switzerland’s Consulate-General in Chengdu opened on November 30. It is Switzerland’s fifth official presence in China following the Swiss embassy in Beijing and the consulates general in Shanghai, Guangzhou and Hong Kong, mainly in charge of the affairs of Sichuan, Guizhou, Yunnan and Chongqing.

Switzerland has been working with Sichuan closely in recent years and gradually enhanced exchange in economy and culture. Currently there are 26 Swiss enterprises in Chengdu, including banks, large company and SMEs, made a total investment of over USD 50 million. Both Sichuan and Switzerland have abundant tourism and human resources which provide large number of cooperation opportunities for both regions in machinery manufacturing as well as electronic science and technology fields. With help from the Consulate-General, the China-Switzerland (Chengdu) Low-Carbon City Project, as a part of China-Switzerland Low-Carbon City Project, will speed up the process. Swiss universities also had academic communication and did scientific and technical researches with University of Electronic Science and Technology of China.

Swiss ambassador to China Jean-Jacques de Dardel, Vice Governor of Sichuan Province Yang Xingping and other representatives unveiled the nameplate of the Consulate-General together.

Chinese citizens cannot apply for visa in Switzerland's Consulate-General in Chengdu, instead, they can submit their applications to the Switzerland's (Chengdu) Visa Application Center. (December 1, Sichuan Daily/Guo Jingwen and Liu Xing)

 

Direct Flights to Madrid and Dubai Opened

On December 17, direct flights from Chengdu to Madrid and Dubai opened. Thus the total number of international flights increased to 95. Both flights were fully loaded with passengers on that day.

At 1am in the morning on December 17, the direct flight to Madrid took off on time and took about 10 hours for its first journey. There are two scheduled direct flights from Chengdu to Madrid each week scheduled at 0:35 AM on Tuesday and 1:00 AM on Saturday Chengdu time. The other direct flight to Dubai took off at 3:40 PM on December 17 and took about 8 hours. There are two flights each week, respectively took off from Chengdu at 2:00 PM on Wednesday and 3:40 PM on Saturday.

These two air routes connect Chengdu with Europe and Middle East. Although Chengdu has opened direct flights to the two places long time ago, these two lines also fill the "gap" of Chengdu's aviation field.

The direct flight from Chengdu to Madrid is the 7th direct flight from Chengdu to Europe and also the first direct flight from Chengdu to Southern Europe. Madrid is not only the capital of Spain, but also an important node in Southern Europe. The developed transportation network allows local residents to travel to neighboring countries like Portugal, France and Andorra, even Morocco in Africa easily.

Following Abu Dhabi and Doha, Dubai is the third direct light destination of Chengdu in Middle East. Chengdu is the only city in central and western China that established direct air bridges with the richest three cities in Middle East. In mainland China, Chengdu is the third after Beijing and Shanghai.

Both of the two new routes were determined at the World Route Development Forum convened in this September.The direct flight from Chengdu to Madrid was adjusted to Hangzhou-Chengdu-Madrid flight based on the original direct flight from Hangzhou to Madrid.

 Because of the developed international aviation network and frequent contacts with other countries all over the world, Chengdu, known as the "Fourth Aviation City" in China, is chosen to be departure point of the journey.

The direct flight from Chengdu to Dubai was also adjusted from the Chengdu-Yinchuan-Dubai flight which saved about six hours.

More international scheduled director flights including several crucial intercontinental flights from Chengdu to New York, Los Angeles, Sochi and Auckland will be opened in 2017.

Chengdu has become the aviation hub of the aviation network of the five continents. More destinations will be within reach as Chengdu continues to expand the network. according to relevant personnel of the Marketing Department of Chengdu Shuangliu International Airport.

By the end of this November, the passenger throughput of Chengdu airport had passed 42 million people. It is estimated that the passenger throughput of 2017 will break through 45 million people, including 5 million from international regions. (December 18, Sichuan Daily/Wang Meiling)

 

Sichuan's Vegetables Can be Directly Transported to Hong Kong without Transfers

Following the international planting instructions, Sichuan's vegetables can be directly shipped to Hong Kong ports without transfer. The Sichuan Entry-Exit Inspection and Quarantine Bureau, Shenzhen Entry-Exit Inspection and Quarantine Bureau and Yibin Municipal People's Government held the signing ceremony of the Cooperation MoU of Promoting Vegetable Delivery from Yibin to Hong Kong and celebration ceremony for successful delivery of the first batch of vegetables to Hong Kong. The first 300 containers of vegetables valued at HKD 60,000 will be directly shipped to Hong Kong through Shenzhen's Wenjin Port within 2 days.

Previously, all vegetables transported from Sichuan to Hong Kong must be inspected at Shenzhen. According to the cooperation MoU with the third party, the Sichuan Entry-Exit Inspection and Quarantine Bureau is responsible to manage the archives of Yibin's planting bases and processing factories of vegetables to Hong Kong, the Yibin Entry-Exit Inspection and Quarantine Bureau is responsible for the daily inspection on the vegetables to Hong Kong, the Departure Port Institution of Shenzhen Entry-Exit Inspection and Quarantine Bureau is responsible for checking the replacement voucher or customs forms issued by the Yibin Yibin Entry-Exit Inspection and Quarantine Bureau and all vegetables supplied to Hong Kong from Yibin and the Yibin Municipal People's Government is in charge of supervising and managing the whole process of planting, including production, sales and consumption. The three parties have established a coordination system to timely solve problems.

The cooperation MoU is signed to implement the new mode of inspection and quarantine that is "inspect at origin, directly release at port and control at the source" and develop the original "inspection cooperation" mode of the internal quarantine system into "inspection and inspection site cooperation". The vegetables sent to Hong Kong were produced by Jiang'an Planting Base of Vegetables to Hong Kong of Yibin Gangfeng Agriculture Development Co., Ltd. After over 200 detections of pesticide residues, all leafy vegetables like flowering cabbage, cabbage mustard, Chinese cabbage and milk Chinese cabbage meet the safety standards. It is estimated that the export will reach USD 2 million in 2017.

The Sichuan Entry-Exit Inspection and Quarantine Bureau signed cooperation MoU with Zhuhai Entry-Exit Inspection and Quarantine Bureau last year to give priority to 12 Sichuan's bases to deliver vegetables to Macao without custom inspection. China Railway Express Carries European Pork to Chengdu, European and Asian Food Safe Transportation Channel Completely Opens

The first batch of European pork carried by China Railway Express successfully passed the inspection and quarantine at Chinese customs and arrived at Chengdu on December 11. This was the first time for China to import European high-quality meat products by train, which symbolized that Chengdu international railway port started to accept imported meats officially and the European and Asian Food Safe Transportation Channel of the China Railway Express had been completely opened.

The pork packed in 1369 containers weighs 21.9 tons. From Nuremberg of Germany, it passed through Poland, Russia, Kazakhstan, Belarus, reached the entrance of China - Ala Mountain in Xinjiang and finally arrived at Chengdu. The whole journey was 12,000 km long and took 13 days. Compared to maritime transport and air transport, it saved over 40 days and freight of about RMB 10,000/ton.

The direct release of imported meat at Chengdu International Railway Port enabled inland regions to import meat through both coastal ports and railway ports and distribute imported meat to all parts of the country. At the beginning of October,  the first batch of beef was imported from Uruguay. The Railway Port took the lead to import meat through "Chengdu-Europe Plus" sea-railway transportation and China Railway Express (Chengdu-Europe Express) which will accelerate the transformation of inland meat import mode and turn Chengdu from a "meat importer" to a "meat distributor".

As the meat successfully arrived at Chengdu, Sichuan, as an important province along the China Railway Express route, will embrace more opportunities to cooperate with countries and regions along the "Belt and Road" and be developed into a vital imported meat distribution center in Western China. Chengdu Finished the Track Laying Work of its First Subway Loop 23 Days Ahead of Schedule

After the last 25m track of the right line at Chadianzi Station of Chengdu Metro Line 7 was laid on December 18, the first subway loop of Chengdu was completely opened 23 days ahead of schedule. According to the plan, this line is expected to be put into service within 2017. Presently, the track laying work has been finished in advance which means that this line will be opened around November 2017.

Line 7 is about 39 km long. Located between the 2nd Ring Road and the 3rd Ring Road, it links four important transportation hubs of Chengdu, including the North Railway Station, the South Railway Station, the East Railway Station and the North Passenger Transportation Center. As the line is in circle, it intersects with many rail traffic lines. Line 7 has 31 stations and 18 transfer stations. After establishment, the basic backbone line network of the central area of Chengdu will be completed to greatly alleviate the traffic load.

Presently, the Chengdu Metro Line 8 and phase II of the Chengdu Metro Line 10 are in the initial stage of adjustment and the Line 9, 11 and 17 are preparing for the commencement. Before the Spring Festival of 2017, the 500 km lines planned to be opened by the end of 2020 will be started. (December 19, Sichuan Daily/Wang Meiling)

The Institute of Microelectronics of Chinese Academy of Sciences was Established in Sichuan Province

The Sichuan Provincial Economic and Information Commission and the Institute of Microelectronics of Chinese Academy of Sciences signed a strategic cooperation agreement on November 23. Both parties will cooperate actively in integrate circuit industry, jointly create the Microelectronics Industrial Base of Chinese Academy of Sciences in southwest region and seek for more cooperation opportunities in intelligent manufacturing, Internet of things, talents and market fields.

Concentrating on integrate circuit industry, the Microelectronics Industrial Base of Chinese Academy of Sciences serves the whole electronic information industry. Based on the research institutes, industrial parks and entrepreneurship investment foundations, the Base aims to effectively combine the innovation chain, industrial chain and financial chain and work out a new mode of efficient innovation and entrepreneurship. The Institute of Microelectronics of Chinese Academy of Sciences will introduce a batch of growing SMEs, cultivate a large number of innovative enterprises and carry out integrate circuit industrial project in Sichuan to build a competitive industrial cluster in Sichuan and create an special ecosystem for the CAS-Sichuan integrate circuit industry.

According to the agreement, both parties will jointly establish Intelligent Manufacturing (Southeast) Industrial Innovation Center of the Institute of Microelectronics of Chinese Academy of Sciences, build platforms of intelligent manufacturing technical support and industrial incubation, create the CAS-Sichuan smart industry development system, contribute to provincial intelligent industrial project establishment, promote talents cultivation, set up the CAS-Sichuan electronics information talents cultivation base, manage the markets at home and abroad and establish the CAS-Sichuan electronic information industrial cooperation platform. The Global Innovation Center Western China Sub-center Was Set up in Jingrong Town

The China-US Innovation High-Level Forum and the Global Innovation Center Western China Sub-center Opening Ceremony was jointly held by the International Cooperation Department of the Ministry of Science and Technology, the Global Innovation Center, the US-Sino Technology Transfer Center and the People's Government of Pixian County in Jingrong Town on December 17. Themed by "China-US innovative cooperation and fast development of science and technology, the Forum aims to promote the sharing of academic research achievements of innovative science, important news and latest development information and discuss the new idea of China-US innovative technical cooperation.

The opening ceremony of the Global Innovation Center in Western China, the China-US Technology Transfer Center in Chengdu and the China-US Innovation and Entrepreneurship Incubator in Chengdu were held on at the same time. The Global Innovation Center in Western China is in the Silicon Valley Building of Jingrong Town. In virtue of the innovative resources of Global Innovation Center at home and abroad, it will make a long-term plan for the establishment of the China-US Innovation and Entrepreneurship Incubator, the China-US Entrepreneurship Industrial Park, the China-US Entrepreneurship Academy and Entrepreneurship Investment Foundation. The 9th CISMEF Opened in Neijiang, Promoting Scientific and Technical Innovation of SMEs

The 9th China International SME Fair (CISMEF) opened in Neijiang on November 24. According to the three-day agenda, the SMEs Products Exhibition, the Entrepreneurship and Innovation Forum as well as some special activities like Talents Salon, SMEs Financing Forum, Scientific and Technical Innovative Patents Promotion Conference were conducted simultaneously.

With the theme of "innovation driven, intelligent future", the CISMEF was sponsored by the China International Cooperation Association of Small and Medium Enterprises and the Sichuan Bureau of Expo Affairs and undertaken by the People's Government of Neijiang Municipality, aiming to study and analyze the situation, build bridges and jointly promote the scientific and technical innovation, transformation and upgrading as well as healthy development of SMEs.

There were 260 booths. Over 200 enterprises from home and abroad showed their energy-saving, environmental protection, intelligent, electronic information, auto (motorcycle) parts products and other high and new technical products at the Fair. The Chengdu International Urban Modern Agriculture Expo Opened

Exhibitors from 14 countries showcased their special agriculture products at the Chengdu International Urban Modern Agriculture Expo. Representatives of 23 provinces and cities, different districts (counties) of Chengdu as well as over 1,000 agricultural enterprises from home and abroad participated in the Expo. 

In addition to agricultural products, Israeli businessman brought about advanced drip irrigation technology and greenhouse technology. According to sources, the drip irrigation system can automatically supply water and fertilizer by detecting the contents of water and fertilizer in the soil and analyzing the quantity of water and fertilizer demanded. The water supply quantity is the same when the drop height is shorter than 17 m. This system is specially applicable to fruit tree in hilly areas of southwestern region. The service life of the irrigation pipes is as long as ten years.

Chengdu Urban Modern Agriculture Investment Project Promotion Activity was also carried out on that day. At the Expo, 23 modern agriculture investment promotion projects including COFCO (Chengdu) Grain and Oil Industry Co., Ltd.'s agriculture and animal husbandry development project, Charoen Pokphand Group (Beijing)'s pig breeding project and Benary's seedling propagation innovative base project as well as 13 agriculture innovation and entrepreneurship projects were signed, contributing to a total contract amount of RMB 22.366 billion. The 4th China Internet Audio-Visual Conference Opened in Chengdu

The 4th China Internet Audio-Visual Conference was opened in Chengdu on December 8. Deputy director of the Publicity Department of the Communist Party of China, director of the State Administration of Press, Publication, Audio, Film and Television of the P.R.China as well as the director of the CCTV Nie Chenxi attended the opening ceremony and made a keynote speech. In addition, the deputy director of the Office of the Central Leading Group for Cyberspace Affairs, deputy director of the Office of the China Internet Network Information Center Zhuang Rongwen, the Sichuan Provincial Standing Committee member and vice governor Wang Ning participated in the opening ceremony and delivered a speech.

The China Internet Audio-Visual Conference is an annual conference of its kind of the highest level and largest scale. It has been held in Chengdu for consecutive four years. This time, the Conference was themed "insight into new audio-visual and sharing new space". Over 20 themed activities including forums, grand ceremonies, exhibitions, salons, screenings and presentations were conducted simultaneously. Deputy President Lv Furong Attended the "4th World Green Development Investment and Trade Expo (the 4th Expo)"

The 4th World Green Development Investment and Trade Expo (hereinafter referred to as "the 4th Expo") was held at Nanchang Greenland International Expo Center in Jiangxi Province on November 25. Deputy president of the CCPIT Sichuan Council Lv Furong attended the opening ceremony and delivered a keynote speech on green development.

Themed by "green development makes the world better" and instructed by the five development concepts of "innovation, coordination, green, open and sharing", the Expo aims to discuss the trend of green development, share the opportunities for green investment and trade, explore the way to international ecological cooperation, spread the concept of green development and display Jiangxi's achievements in green development.

After the Expo, Lv exchanged opinions with the president of CCPIT Jiangxi Council Liu Cuilan, vice president Dengyu, the president of CCPIT Jiangsu Council Da Jiaxiang, the vice president of CCPIT Guangdong Councial Qiu Zhaoxian and the deputy inspector of the CCPIT Shaanxi Council Cheng Yunfu on the situation of domestic and overseas expo, aiming to learn some experience and methods from them. Lv also made introduction to the "2017 CAPAS Chengdu" and the "2017 China (Chengdu) Smart Industry International Expo".

 

Deputy President Li Li Led Sichuan Delegation to India, Bangladesh and Cambodia for Economic and Trade Activities

 

Deputy president of CCPIT Sichuan Council Li Li went to India, Bangladesh and Cambodia for economic and trade activities with his delegation of 18 enterprises from November 13 to 22, 2016, when they participated in the "14th China Products (India) Exhibition", the "6th China Products (Mumbai India) Exhibition", the "2016 China Sichuan-Bangladesh Economic and Trade Forum", the "2016 China Sichuan-Siem Reap Economic and Trade Forum" and the "2016 China (Sichuan)-Cambodia Economic and Trade Communication Meeting", visited the government institutions and chambers (associations) of commerce of India, Bangladesh and Cambodia and learned about the operating situation of Sichuan enterprises in these three countries.

The 14th China Products (India) Exhibition and the 6th China Sichuan Products (Mumbai India) Exhibition were held in Mumbai from November 15 to 17. Vice president Li Li attended the opening ceremony and visited the Sichuan Exhibition Hall. In the 800 m2 exhibition area, 18 Sichuan enterprises displayed agricultural machinery, animal husbandry machinery, veterinary drugs, auto parts, electronic commercial platform and services as well as food chemicals in at the Exhibition. The Sichuan Products Exhibition received 1,500 professional merchants and contributed to intention purchasing contract amounting to USD 2.6 million.

The 2016 China Sichuan-Bangladesh Economic and Trade Forum was held in Dhaka on November 16. The chairman of the Chamber of Industry and Commerce of Bangladesh Achmad, the chairman of the Chamber of Commerce of Bangladesh in China Li Weiqiang and representatives of ten Bangladesh's companies attended the Forum. Vice president Li Li introduced the development situation of the CCPIT Sichuan Council, relevant exhibitions and conventions held by the Council and important cooperation matters to them. Sichuan Council and Bangladesh decided to strengthen cooperation in enterprise visiting,information communication and exhibition and convention development, support and associate the establishment of the "Belt and Road" as well as the common economic corridor of Bangladesh, China, India and Myanmar.

The 2016 China Sichuan-Siem Reap Economic and Trade Forum was held in Siem Reap on November 18. President of the Chamber of Commerce of China in Siem Reap Li Guanhui, secretary-general of the Chinese Businessmen Association in Cambodia Wei Jiming and representatives of Chinese companies in Cambodia including Jiaheng International Cultural Tourism Investment Co., Ltd. discussed the commercial and investment cooperation between Sichuan Council and Cambodia and learned about the development of Sichuan enterprises in Cambodian agricultural and tourism industries at the Forum, aiming to further strengthen the bilateral communication via talents cultivation and cultural exchange.

The 2016 China (Sichuan)Cambodia Economic and Trade Communication Meeting was held in Phnom Penh on November 21. Vice president Li Li met the secretary of the Ministry of Commerce of Cambodia Geng Xitong, deputy director of the Commerce and Trade Promotion Department of the Ministry of Commerce of Cambodia Chang Shangwei, the president of the CCPIT in Cambodia Chang Yanghai and the chairman of the Chinese Chamber of Commerce in Cambodia Liu Guoxiong before the Meeting. All members of the delegation, representatives of relevant cambers of commerce of Cambodia and 120 Cambodian companies attended the Meeting and had a discussion with Sichuan representatives. Guang'an Hecheng Forestry Development Co., Ltd. and the Chinese Chamber of Commerce in Cambodia agreed to plant economic crop "Sichuan peppercorns"and establish deep-processing base in Cambodia. The chairman of the Chinese Chamber of Commerce in Cambodia Liu Guoxiong would visit Guang'an government in the mid December to discuss about cooperation details. Guang'an Yuechi Xingxin aluminum factory reached an agreement with the Female Entrepreneur Association of Cambodia for the purchasing and processing of aluminum parts and relevant devices. CCPIT in Cambodia showed strong interest in developing the bilateral tourism between Cambodia and Aba Prefecture. Chang Yanghai would pay a special visit to Aba Prefecture in early December to discuss about cooperation.

During the visit, Li Li also met with the president of the All India Association of Industries Carateni, the Executive director (secretary-general) of the India-China Chamber of Commerce and Industry Rannairon, the president of the IMC Prade, the president of the India SMEs Development Chamber of Commerce Salonke and the secretary-general of the ICEC Saqib and invited them to Sichuan for the "8th South Asia-Sichuan Business Promotion Round-Table Conference", the "2017 CAPAS Chengdu" and the "2017 China (Chengdu) Smart Industry International Expo".

 

Sichuan-Arab League Cooperation Made Solid Progress

President of the CCPIT Sichuan Council Li Gang and his delegation met with the temporary director of the Branch Office of the Secretary of the Arab League in Beijing Dr. Muhammad Sophie in Beijing on the morning of December 7, 2016. Li Gang introduced the economic status quo of Sichuan to Dr. Sophie and put forward to build the "China-Arab International Innovative Industrial City". Dr. Sophie very much agreed with the proposal and paid close attention to the progress made in the project. He expected that an "Industrial City" MoU in Chengdu could be signed in January 2017.

They also talked about the cost and determined the liaison mechanism and personnel. This visit laid solid foundation for the establishment of the Industrial City.

 

Leaders of CCPIT Sichuan Council Led Sichuan Auto Parts Enterprises to Attend the Automechanika Shanghai

The Automechanika Shanghai (hereinafter referred to as the "Exhibition"), the annual grand activity of auto parts exhibition was held in Shanghai International Convention Center from November 29 to December 1, 2016. With an exhibition area of 312,000 m2 and the number of exhibitor of 5,765 from 42 countries and regions, the Automechanika Shanghai became the largest exhibition with the largest number of exhibitors in history. During that period, other 56 theme meetings and relevant activities were held simultaneously. Altogether 120,000 visitors and professional travelling merchants went for the exhibition. This exhibition was a high-end international exhibition. Many world-leading automobile companies take the chance to display their products and promote the new energy automobile and intelligent interconnection technology. The design of the booths in International Exhibition Hall was very impressive, comparable to the Grade A Auto Show.

The CCPIT Sichuan Council participated in the exhibition for consecutive three years. This time, the exhibition organizer set a "Sichuan Exhibition Area" for us which covered an area of 270 m2. We organized 21 companies including engine crankshaft, throttle, rear view mirror, generator and pedal manufacturers show our products at the exhibition. On the first day of the exhibition, Sichuan Exhibition Area received about 2,000 visitors in total and attracted 100 new customers. After three-day exhibition, we received 7,000 visitors in total, among whom 40% asked for the services of overseas purchasing or processing. We achieved a total amount of intention agreements of USD 430,000.

The vice president of CCPIT Sichuan Council Lv Furong, the deputy director of the Automobile Industry Department of the Sichuan Provincial Economic and Information Commission Liu Ke and his delegation attended the opening ceremony and visited the Sichuan Exhibition Area. At the "Southwestern Form of Commercial Vehicle Dealers and Backbone Enterprises", they introduced Sichuan's auto industry and auto parts show, listened to the suggestions and discussed about plan for the exhibition in Chengdu. Manager of the Messe Frankfurt (Shanghai) Co., Ltd. Yu Guang and the Executive vice president of the National Association of Commercial Vehicle Parts Production and Sales made a detailed statement and arrangement for the Automechanika Chengdu held in next year.

 

President Li Gang Met with the New Consul-General of Hungarian Consulate-General in Chongqing Lóránd Dióssi and his Delegation

The president of the CCPIT Sichuan Council Li Gang visited the new consul-general of Hungarian Consulate-General in Chongqing Lóránd Dióssi  and his delegations on the afternoon of December 8, 2016. Mr.Lóránd Dióssi was warmly welcome for his first visit to Sichuan. President Li Gang thanked him for the support from the Hungarian Consulate-General in Chongqing. President Li Gang said that CCPIT Sichuan Council always kept a sound cooperation relationship with the Hungarian Consulate-General and local economic and trade institutions in Hungary. In order to keep a sound economic relationship with Hungary, Sichuan Council organizes a Sichuan delegation to Hungary every year, through which fundamental achievements have been made. Presently, some of Sichuan's industries were in the period of transformation and upgrading. There was a huge space for bilateral cooperation. He hoped Hungary government could take Czech as an example to better support Sichuan's work and promote the bilateral economic cooperation.

Mr.Lóránd Dióssi extended his gratitude to President Li Gang for his support and backing from the CCPIT Sichuan Council, hoping to further develop the friendly relationship. Sichuan is not only a powerful economic province in western China but also a close partner of Hungary in the fields of automobile, medical treatment and agriculture technology. He would introduce Sichuan to Hungarian companies and help Sichuan delegation with the visa handling. 

President Li Gang showed his warm welcome to Hungarian automobile enterprises and delegations to Sichuan for the 4th CAPAS Chengdu jointly held by the CCPIT Sichuan Council and Messe Frankfurt (Shanghai) Co., Ltd. in May 2017 and the 2016 China (Chengdu) International Intellectual Life Expo sponsored by the CCPIT Sichuan Council.

 

Deputy Inspector Zhu Xiaojin Met with the Delegation of National Institute of Development Administration of Thailand

The deputy inspector Zhu Xiaojin met with the supervisor of the "Thailand-Sino Logistics Connectivity Research Project" Dr. Baddit and his delegation on the morning of December 12, 2016.

Dr. Baddit was warmly received by Zhu Xiaojin who reviewed the friendly contacts between the CCPIT Sichuan Council and all economic and trade institutions in Thailand, introduced the general situation of Sichuan's economy and trade to Thailand as well as the basic condition of Sichuan's traffic network. He also introduced the "CAPAS Chengdu" and the "China (Chengdu) International Intellectual Life Expo" which would held by CCPIT Sichuan Council in Chengdu in May and July, 2017 respectively  and invited Thailand representatives to come.

Dr. Baddit expressed heartfelt thanks for our reception, indicated the purpose of visiting and introduced the general situation of the "Thailand-Sino Logistics Connectivity Research Project". He would visit Sichuan, Chongqing, Yunnan and Guizhou in person to learn about the local economic and logistic conditions, find out the development breakthrough point of logistics of southwestern region, discover the political solutions and provide constructive suggestions to Thailand government for the secure bilateral relationship.

Dr. Baddit and director of the Federation of Thai Industries invited us to Thailand for the purpose of promoting the bilateral cooperation in logistics field.

 

CCPIT Sichuan Council and Sichuan's Leading Enterprises won the Anti-Dumping and Anti-Subsidy Case

 

According to the six members of the United States International Trade Commission (USITC) on November 18, 2016, the iron mechanical transmission parts like pulley and flywheel imported from China and Canada did not cause any substantial damage or threat to America's relevant industries, so America cannot impose anti-dumping and anti-subsidy tax from the aforementioned products. The US will stop any measures on this kind of products imported from China. Under the leadership of the CCPIT, the CCPIT Sichuan Council organized Sichuan's leading companies to cope with America's lawsuit since November 2015. After nearly a year of resistance, the CCPIT Sichuan Council won the case.

On October 28, 2016, America's TBWood's Incorporated applied to the United States Department of Commerce and the USITC to conduct anti-dumping and anti-subsidy investigation on some iron mechanical transmission parts imported from China. If the two authorities accepted the application and made an adverse ruling, all China's iron mechanical transmission parts exporters would pay high anti-dumping and anti-subsidy tax to American government.

As there was no special industrial associations of this kind of products at home, CCPIT decided to act as the "spokesman" for the products to cope with the case and report the case process to the Ministry of Commerce and other branch councils of CCPIT.

After receiving the letter of notice, the CCPIT Sichuan Council contacted the four exporters including CPT China Power Transmission immediately and was informed that the total amount of the products was USD 9.266205 million. We organized all companies concerned to participate in the National Anti-Dumping and Anti-Subsidy Case Coping Work Meeting held by the CCPIT on November 2, 2015.

CCPIT, as the industrial "spokesman", did a lot for the coping work. It united all branch councils together to support and help the companies concerned. During that period, the CCPIT had conducted lawsuit responding coordination meeting for many times to know about industrial data and cooperated with lawyers at home and abroad to submit contradictory opinions, figure out solutions, fill out questionnaire and supplementary questionnaire, elaborate the scope change of products involved, expound China's capacity and output and specify China's threat on export and future development of American market which laid solid foundation for the ruling making of the USITC.

Under the leadership of CCPIT Sichuan Council, all Sichuan companies concerned fully cooperated with the CCPIT for the coping work. The CCPIT Sichuan Council played an effective role in communication and coordination by always keeping a close contact with the CCPIT and Sichuan companies concerned, transferring the case information at the first time and actively assisting the CCPIT with relevant works.

As the cost for non-damage counterargument was very high, the CCPIT and CCPIT Sichuan Council finally decided to make CPT China Power Transmission who was the leading company in this field and held a large export share and another major company concerned Fujian Minyue Mechanical and Electrical Co., Ltd. pay the money together and provide the latest information to lead all SMEs to take active part in the operation.

After careful analysis, we found that the description of America on Chinese products were actually not true. So we carefully checked the customs codes and other indicators of the products. America had to apply to the United States Department of Commerce from November 5, 2015 to delete some products from the list of products concerned. With the scope of products concerned shrank, the total amount for the case decreased to USD 20 million from the original USD 284 million. Many Chinese companies withdraw safely from the incident.

In order to gain the biggest victory, CCPIT encouraged Chinese enterprises to contact American importers and downstream customers like Caterpillar and General Motors to participate in the investigation, provide suggestions and put pressure on the prosecutor.

Although affected by the America's Election Year and and trade protectionism, CCPIT united all branch councils of CCPIT and enterprises in the iron mechanical transmission parts fields to fight against American prosecutor and achieved final victory under the great support and guidance of the Trade Remedy and Investigation Bureau of the Ministry of Commerce. This victory has effectively stopped America's frequent trade remedy investigation on Chinese iron products and collected rich experience to cope with similar cases in the future.

We attribute the victory to the joint efforts of government, industry and enterprises, great support and guidance of the Trade Remedy and Investigation Bureau of the Ministry of Commerce, leadership of the CCPIT and the actively participation of companies concerned. This time, we have learned a lot and gained valuable experience for the following work.

 

CCPIT Sichuan Council Signed Origin Visa MoU with Sichuan Entry-Exit Inspection and Quarantine Bureau

CCPIT Sichuan Council and the Sichuan Entry-Exit Inspection and Quarantine Bureau held the signing ceremony of Cooperation MoU on Strategy of Promoting Origin Visa Service "Going Abroad" on the morning of December 21, 2016. Member of the CCPIT Sichuan Council and Party Committee secretary Wang Zhimin and deputy director of the Sichuan Entry-Exit Inspection and Quarantine Bureau signed the MoU.

On one hand, signing the cooperation MoU could help both authorities strengthen cooperation in trade and investment by virtue of their functional and resources advantages as well as their leadership. On the other hand, it was an important measure for countries along the "Belt and Road" to develop and fully implement the open cooperation strategy, and a specific action to put the MoU into substantial practice. After signing the cooperation MoU, both authorities will enhance the business promotion of preferential certificate of origin, strengthen the illegal behavior investigation and punishment, jointly carry out business training, establish visa data sharing mechanism, strengthen law building behavior investigation and punishment, enhance the policy study and set up communication and coordination mechanism.

On the signing ceremony, Wang Zhimin indicated that CCPIT Sichuan Council and Sichuan Entry-Exit Inspection and Quarantine Bureau should expand their cooperation scope, help enterprises cope with the economic and trade frictions and legal disputes. Signing the cooperation MoU was a good start. Based on the principle of openness, trust and sharing, both authorities should communicate, cooperate and work together for the common purpose of establishing an economic society in Sichuan. Deputy director Chen Hongbo expressed his hope that both authorities could take this opportunity to carefully implement the cooperation MoU, give full play to their function advantages, share information resources, make concerted efforts, jointly build a suitable origin visa operation mechanism according to the national strategy, serve Sichuan enterprises, export Sichuan products to the outside and promote the improvement of foreign trade.

Before signing, Wang Zhimin visited the Sichuan Entry-Exit Inspection and Quarantine Bureau and exchanged opinions with Chen Hongbo about ways to exert respective functions and jointly promote foreign trade and economic development of Sichuan.
