Sichuan Traffic Investment Exceeded RMB80 Bln in Previous 7 Months

From January to July this year, the traffic investment scale ofSichuanProvincereached RMB80.6 billion, standing in the front row nationwide. In particular, the investment inputted in expressway construction hit RMB 25 billion, state and provincial arterial highway construction of RMB32.1 billion, rural highway construction of RMB16.1 billion, station construction of RMB 2.4 billion, waterway construction of RMB1.8 billion and highway maintenance project and others of RMB3.2 billion. The investments in three special projects of state and provincial arterial highway construction, station construction and highway maintenance project were strengthened substantially compared to last year.

This year, the Panzhihua section of Lijiang-Panzhihua Expressway, Bazhong-Nanjiang section of Bazhong-Shaanxi Expressway, Luzhou section of Chengdu-Zigong-Luzhou-Chishui Expressway and Nanchong-Quxian Section of Nanchong-Dazhu-Liangping Expressway have opened to traffic in succession, extending the total traffic mileage of expressway of the province to5241km. The expressway sections of Ya’an-Kangding and Renshou-Jingyan section of New Renshou-Muchuan Expressway have had the construction commenced; moreover, 22 more expressway projects including the second belt expressway of Chengduand Meishan section of Suining-Ziyang-Meishan Expressway are now undergoing accelerated construction paces. Added Value of Industrial Enterprises above Designated Size Increased by 9.8% YoY in Previous 8 Months

The industrial enterprises above designated size of the province was maintaining an even running status more stable that the status in the corresponding period nationwide with YoY growth of added value of industrial enterprises above designated size of 9.8%, holding the line with the previous 7 months in terms of accumulative growth rate. The investment and consuming activities of the province were undergoing with steady steps.

In terms of industries, among the 41 major kinds of industries, the added values of 37 sectors were maintaining a growing trend; in particular, the automobile manufacturing was being developed with added value increased by 17.4%, the computer, communication and other electronic equipment manufacturing industry were with added value increased by 14.7%. However, the growth rate was dropped on the track of added value increasing continually.

The added value of industrial enterprises above designated size of the province in August increased by 9.6% with YoY growth, the growth rate dropping compared to that in July was observed. Indicated by the chief analyst of industrial economy of Sichuan Provincial Bureau of Statistics – Yang Xianguo that the actual growth rate of added value of industrial enterprises above designated size nationwide in August was 6.9%, which was 2.1% lower than the rate in July; the growth rate of industrial added value above designated size of the province dropped 1.2% compared to July with a relatively small dropping range.

The growth rate of industrial added value above designated size nationwide dropped from 8.8% of previous 7 months to 8.5% of previous 8 months, but the growth rate of the added value inSichuanProvincewas maintaining a smooth running with accumulative growth rate of 9.8% averagely. Moreover, the growth rate of industrial added value above designated size of the province of previous 8 months was 1.3% higher than the growth rate nationwide in the corresponding period while keeping a smooth running status in the meantime.

From January to August, the total investment in fixed assets reached RMB1.55227 trillion with YoY growth of 12.8%. In tertiary industry, the growth rate of investment in service sector reached the maximum, hitting 20.2%; the growth rate of investment in secondary industry decreased by 0.4%. Regarding to paid-in investment, it reached RMB1.74046 trillion in the period of January to August with YoY growth of 14.5%, among which the rate of making use of foreign investment decreased by 8.7%.

From January to August, the total retail sales of consumer goods hit RMB737.43 billion with YoY growth of 12.9%, which was 0.8% higher than national average. The growth rate of rural area retail sales of consumer goods, on year-on-year basis, was higher than the rate of urban area retail sales of consumer goods. Provincial High-tech Industrial Output Value Striving for RMB1.2 Tril in 2014

So far, over 1500 innovative enterprises have been supported and developed in the province; the number of newly increased technical enterprises has reached 2100. Over 70% of key science and technology projects are led and undertaken by the enterprises mentioned above. It is anticipated that the enterprise R&D input of year 2014 will take up 51% of input ratio of the whole society.

The province will focus on supporting and developing new high-tech enterprise and high-tech zone construction to keep on facilitating the development and expansion of high-tech enterprises. In 2014, the total value of output will strive to set foot on two RMB100 billion steps, meeting the goal of RMB1.2 trillion. Seeing from industry, the development speeds of advanced manufacturing, new material, bioengineering, electronic information, aeropause & aviation, nuclear technology and new energy will be further expedited. The development quality of industry will be told from the prevailing products in the market. In 2013, the 502 strategic emerging products developed with provincial effort generated accumulative total output of RMB390 billion with taxation of profit of RMB45 billion. Seeing from regions, the high-new technology industries in 21 cities and prefectures throughout the province achieved a comprehensive increment of total industrial output value, among which the total industrial output values of high-new technology industries in 15 cities and prefectures (increased by4 innumber of cities and prefecture compared to the last year) exceeded RMB10 billion. Chengdu Hi-tech Comprehensive Bonded Zone Import-export Volume Increased by Nearly Thirty Percent in Jan-July

From January to July, the import-export volume of Chengdu Hi-tech Comprehensive Bonded Zone was maintaining a growth status with economic indicators increasing with smooth and steady pace. The total export-import volume achieved USD15.9 billion with YoY growth of 28%, taking up 39% of total foreign trade value of the province. In particular, the export volume reached USD8.9 billion with YoY growth of 26%, taking up 34% of foreign trade value of the province; and import volume reached USD7 billion with YoY growth of 32%, taking up 49% of foreign trade value of the province. Total Import and Export Value of the Province Increased by 13.6% YoY Growth in Previous 8 Months

The foreign trade total import and export value ofSichuanProvincein the last 8 months reached RMB286.87 billion, increased by 13.6% compared to the same period last year. Chengdu Hi-tech Comprehensive Bonded Zone, which is proactively learning the experiences of Shanghai Free Trade Zone in customs clearance reform, is characterized by a rapid growth in foreign trade export and import trade, pushing forward the increments of provincial overall export and import by 6.3% and 15% in respective.

In the previous 8 months, the gross export value of the province hit RMB185.56 billion, increasing by 13% rather than the 2.1% increased in export value nationwide.

By learning from the experiences of Shanghai Free Trade Zone, Chengdu Customs has initiated 8 reform items like special supervision section at Chengdu Hi-tech Comprehensive Bonded Zone for implementation of self-transportation system, processing trade work sheet verification and cancellation system and collective declaration system in succession with proven effects. In the last 8 months, the import-export volume of Chengdu Hi-tech Comprehensive Bonded Zone reached RMB125.25 billion, increasing by 23.2% and taking up 43.7% of provincial overall import and export. Thanks to the growth rate of 16.8% in export volume, the provincial overall export growth rate was increased by 6.3%; and with the growth rate of 32.9% in import volume, the provincial overall import growth rate was increased by 15%.

The export and import of mechanical and electrical products mainly like portable computer and integrated circuit in the last 8 months were really eye-catching with volumes proportion of over 60%. In the corresponding period, the export of mechanical and electrical products of the province had the overall foreign trade export volume promoted by increasing 8.9% and import of the province had the overall foreign trade import volume increased by 12.1%.

Comparing to the same period last year, the export proportion of industrial manufactured goods were rising, showing a constant and positive growing trend in industrial structure; the export volume of 7 traditional labor-intensive products hit RMB28.94 billion, presenting a downtrend holistically. The export volumes of furniture, travel products and baggage & cases were declined by more than 20%. (Sichuan Daily reported on September 12th)


Chengdu Enterprise Mission Group Impacting Latin American Market

From September 11th to 13th, with the aim of letting Chengdu enterprises have more particular knowledge in market demands and development state of industries in Latin American countries, representatives of CCPIT Chengdu and representatives from 5 enterprises including Dongfang Electric Corporation, China Western Power Industrial Co., Ltd. and Zhiyuan 168 led by Chengdu International Chamber of Commerce participated in the 8th China-LAC Business Summit held in Changsha.

China-LAC Business Summit assembled government officials, envoys stationed inChina, representatives from chambers of commerce, associations and enterprises from 30 Latin American countries andCaribbeanarea and held more than one thousand sessions of one-to-one meetings with relevant Chinese organizations and famous entrepreneurs.Chengdudelegation attended China-LAC urban economic cooperation forum, round-table conference for China-LAC trade promotion organization and chambers of commerce & associations and China-LAC enterprises matching meetings, etc.

Memorandums of Cooperation were signed between CCPIT Chengdu and Chengdu International Chamber of Commerce and Brazil-China Chamber of Commerce and Industry and Cámara de Comercio Peruano China at the meetings, having reached consensus on exchange of economy and trade information and bilateral economic and trade cooperation. The signing of the Memorandums of Cooperation marks further enhancement in economy and trade exchanges and communications between Chengdu, Brazil and Peru for the sake of acting as a bridge for cooperation between enterprises in both countries as well as for mutual benefit and win-win results.Chengduenterprises also have preliminarily established business contact with Latin American enterprises at the matching meetings. Key Projects

Commencement of E’mei International Tourist West Ring Line Construction

On August 27th, the Hongya to Emeishan First-class Highway (E’mei International Tourist West Ring Line) Project Investment Agreement got signed in Hongya, marking the complete commencement of E’mei International Tourist West Ring Line Construction.

Deemed as a key project by provincial and municipal governments, the overall length of E’mei International Tourist West Ring Line is64.2kmwith investment of RMB4.13 billion, starting from Hongya County to Linggongli, Emeishan via Hongchuan, Zhige, Dongyue, Huaxi, Liujiang and Gaomiao. The trunk line of the propjet will be built by first-class highway construction standard and completed in 48 months.

On August 6th last year, the construction of line section from Zhige to Liujiang was started. Now the works on roadbed and bridge engineering are being expedited, it is projected that this section can be opened to traffic before September 2015. The line sections that are yet to be constructed are the municipal road sections in designated urban planning areas and section from Liujiang to Linggongli, Emeishan; the trunk line is34.7kmin length with estimated investment of RMB2.3 billion.

The loop line not only serves as a tourist fast lane, but also a landscape avenue developed by the method of “three areas-in-one”, namely, the overall planning of resettlement area, scenic area and service area by means of optimized design and construction. Upon the completion of the loop line construction, a well-arranged and functional complemented comprehensive transportation system will be formed among Leshan, Meishan and Ya’an, expediting the pace of integrating Meishan (Hongya) and Ya’an ecotourism into greater E’mei tourism economic circle and forming the “Greater E’mei International Leisure Tourist Resort”. 9 National Water Conservancy Scenic Areas to be Built this Year

9 national water conservancy scenic areas with total planning area of2186.53km2 are planned to be built this year. At the beginnings of June and August, the Ministry of Water Resources assigned two groups of experts successively for investigation and assessment on 9 planning water conservancy scenic areas including Jinsha Lake in Langzhong City, Jialing No. 1 Sangzi in Pengan County, Qingzhu River in Qingchuan County, Taiji Lake in Wusheng County, Suoluo Lake in Qianwei County, big and small Dujuan Lakes in E’bian County, Dawashan Wuchi and Dadu River Jinkou Great Canyon in Jinkouhe District of Leshan City as well as Tangjiashan Barrier Lake in Mianyang City.

The 9 scenic areas mentioned above cover reservoir-type, urban rivers and lakes-type and natural rivers and lakes-type water conservancy areas, all which are the water conservancy projects and key water source protected areas inSichuanProvince.

The establishment of national water conservancy scenic areas is conducive to optimization of water resource allocation, improvement on water engineering maintenance, protection of water environment and restoration of water ecology as well as is beneficial to the promotion of organic integration of water conservancy project benefit with social benefit, environmental benefit and economic benefit. Gross Output of Automobile Industry Expected to Break RMB200 Bln This Year

The automobile manufacturing industry ofSichuanProvincein the last 7 months was maintaining a rapid growth continually with total industrial output value of RMB133.9 billion YoY growth of 25.5%. It is anticipated that by the end of this year, the output value will surpass RMB200 billion.

Since this year, movements on automobile industry development have been made frequently. Right after the establishment of first finished automobile joint venture enterprise byToyotainSichuan, automobile enterprises like FAW, Geely, SINOTRUK, Volvo and HYUNDAI came in flocks within this decade, injecting new impetus into the automobile industry ofSichuanProvinceunceasingly. Last year, the quantity of finished automobile reached 800,000, about three times of quantity of100,000 in2010. It is projected that the quantity of finished automobile of this year will increase to 1 million.

The automobile industry of the province is gradually developing into an automobile industrial system integrated with finished automobile and key component R&D, manufacturing, marketing and repairing. At present, the province has gathered over 300 well-known domestic and international automobile supporting enterprises such as Bosch fromGermany, Delphi from the Untied States, Magna fromCanadaand Faurecia fromFrance. Principals related from FAW-Volkswagen hold the opinion that annual output of over 300,000 means a practical attractiveness to automobile supporting enterprise, and annual output reaching 600,000 to 800,000 will proliferate the attractiveness to automobile supporting enterprise, thus, the whole industrial chain will be aggregated and improved rapidly.   

Last year, the sales quantity of passenger vehicles and commercial vehicles reached 960,000 and 200,000 respectively. The vehicle population inChengduhas reached 2.7 million, standing in the front row nationwide.

SichuanProvincehas determined the new energy automobile as one of five high-end growing industries and a development focus. Such sector will be developed into a 100-billion industrial cluster with strong supports and unremitting efforts. (Sichuan Daily reported on September 9th)

 

The Largest Dairy Industrial Base in Southwest China Being Built byNew Hope

On September 10th, the inception and commencement ceremony of new plant construction project atAndeTown,PixianCountyfor total relocation and technological transformation project of Sichuan New Hope Dairy Industry Co., Ltd. was held. The new plant is a key project funded by New Hope Group inChengduwith planned total investment of RMB570 million and annual output of nearly 200,000 tons. The plant upon its completion will be the largest single-structured transparent plant for cryogenic dairy products in southwestChinawith product markets stretching to entireSichuanand southwest regions inChina. On Sep., 15th, Chengdu Branch of First Commercial Bank – the firstTaiwan's commercial bank in central and westChinaofficially settled inChengdu.

First Commercial Bank, as the earliest-established bank inTaiwan, has spread its business across all significant financial centers in the world. Chengdu Branch is its second business foothold in mainland.

Sichuan’s First Technical Standard R&D Base Settled in Chengdu High-tech Zone

On Sep. 16th, the first technical standard R&D base inSichuanwas established in Chengdu High-tech Zone.

Thanks to many years of efforts, a preferential policy system comprising policies as to standard innovation, standard pledge financing and other financial services has been established in Chengdu High-tech Zone to promote the innovation of technical standard. Up to the end of 2013, enterprises in Chengdu High-tech Zone had led or participated in the formulation and revision of 9 international standards, which account for 90% of all standards of the kind acrossSichuan. In addition, 136 national standards, 171 industry standards and 24 local standards have been formulated and revised with participation of the District, which contributed to one third of all standards ofSichuan.

More efforts will be made as to 7 aspects including establishment of standard innovation public service platform to build the first batch of national technical standard innovation bases. (Sichuan Daily reported on September 17th)

 

Sichuan to Participate in Establishment of the Largest Agricultural Products Circulating Platform inWestern China

The “9+N West Development Strategy” involving 9 large production markets in Shaanxi, Chongqing, Yunnan, and Qinghai as well as Beixin Tianfu Large Market – the only provincial key agricultural products trade center with an area of1,000,000 m2will be launched to build an agricultural products circulating platform in west China. Besides the above trade markets, a 500,000-ton-level largest cold-chain warehousing base and an agricultural products low-carbon cold-chain logistics system called as “A Thousand Trucks Plan” will be accomplished. “A Thousand Trucks Plan” refers to equipping markets with over 1,000 dedicated sorted transportation and cold-chain trucks with temperature control system throughout delivery within 3 next years to ensure a continuous cold-chain from the source to the terminal.

The “9+N West Development Strategy” with Beixin Tianfu Large Market as core was officially launched during the forum. According to signed agreements, strategic alliances will be established among 9 large production markets in Shaanxi, Chongqing, Yunnan, Tibet, Qinghai and other west areas in next 5-10 years while N medium and small production/sales markets will be constructed in major prefecture-level and county-level cities in the west, to achieve the “Largest Agricultural Products Circulating Platform in West China” that “covers west China, radiates to east China and interacts with European and Asian regions”. Tianfu Large Market will function well in 24-hour circulation of agricultural products acrossSichuanand interaction with Asian largest railway container center, to realize the goal of “1-hour delivery toSichuanand 72-hour delivery to wholeChina”. Once the project is accomplished, annual trade volume is expected to exceed RMB 50 billion. (Sichuan Daily reported on September 24th)

 

Xindu Embraced Settlement of International Oil & Gas Base

On Sep. 28th, Shenzhen Chiwan Base signed a contract with Chengdu Xindu on “Chengdu International Oil & Gas Base Project” with an investment of RMB 3.6 billion. Covering a planned area of about 1000 mu, the project will be established as a key industry base equipped with core functions of energy equipment R&D, emerging energy application R&D, high-tech enterprise incubation, and equipment manufacturing and technical service. Output value is expected to go over RMB 6 billion once the whole project is accomplished.

After the phase I project, with an investment of RMB 1.2 billion and a construction period of 1 year, is accomplished and put into operation, the output will be not less than RMB 2 billion and the average taxation per mu will be not less than RMB 200,000.

Shenzhen Chiwan Base is currently domestic largest and worldwide fourth oil equipment R&D and oil & gas service base, focusing on comprehensive logistics park, offshore petrologistics , as well as offshore petroleum engineering. Relevant principals of Xindu said that oil & gas equipment as key advanced manufacturing was Xindu’s industry development emphasis and the project would contribute to great-leap-forward development of oil & gas equipment industry inChengduand even westChina. China International Copyright Expo to be Held inChengdu

During Sep. 17th to 19th,Chengduwill embrace the 5th China International Copyright Expo co-held by State Administration of Press, Publication, Radio, Film and Television of the PRC, National Copyright Administration and Sichuan Provincial People’s Government, which is the first time that the Expo is held at a city besidesBeijing. In the meantime, International Copyright Forum will be co-hosted by WIPO and National Copyright Administration during Sep. 15th to 17th.

China International Copyright Expo, as the only regular market-oriented international-level copyright professional expo, is held to show China's copyright-related industry development fruits and trends, build bridge for international copyright protection and trade & cooperation, elevate copyright creation, application, protection and management, further study and construct copyright public service and social participation system, and thus lay favorable foundation for China’s intellectual property strategy and the “going-out strategy” of China’s culture. The 2nd Daily Consumer Goods Expo will be held atChengduInternationalTradeCityduring Sep. 30th to Oct. 6th. The FirstSichuanInternational Travel Expo Opened

On the morning of Sep. 27th, the 1st Sichuan International Travel Expo opened in Emeishan, which attracted over 1500 travel agents and investors from 37 countries and regions.

The Expo is intended to create more international and professional market-oriented tourism in Sichuan via innovating travel product market trade pattern, based on the principle of catering to market, benefiting travel firms and offering good services to tourists. It is expected to become a domestic and oversea travel products & service trade platform, domestic and oversea travel industry exchange & cooperation platform as well asSichuantourism exhibition platform. During the Expo, 20 rounds of one-to-one interview and face-to-face trade were carried out between over domestic and oversea 500 buyers and 900 sellers; Emei Summit Forum for Global Tourism Development Trend, Sichuan Tourism Project Introduction & Investment Attraction Conference and other activities were also held.

From Sep. 15th to Sep. 24th, 2014, a trade and economic delegation of 106 members from 57Sichuanagrifood enterprises attended the “23rd World Food Moscow” under the organization of CCPIT Sichuan Council and Sichuan Provincial Agricultural Department, and a series of activities on economy and trade have been successfully carried out inPolandandHungary.

It is the second time for Sichuanagrifood enterprises to attend the “World Food Moscow”. 34 booths have been arranged coordinately to attract negotiation and cooperation from Russian and other oversea purchasing agents. Through positive negotiation,Sichuanexhibitors have achieved fruitful results by virtue of team spirit. 17 collaboration agreements have been reached by 11Sichuanenterprises, including Sichuan Huaye Dingxing Agriculture Co., Ltd., Sichuan Xilin IM/EX Co., Ltd. and Sichuan Micangshan Tea Industry Group; turnover attained RMB 1 billion, an increase of 4.17 fold against 2013. In addition, the delegation has successively visited Chamber of Commerce and Industry of Russia, Russia-China Trade and Economic Cooperation Center, Ministry of Agriculture and Rural Development of Poland, Polish Information and Foreign Investment Agency, Association of Polish Fruit and Vegetables Distributors, Hungarian Chamber of Agriculture, Hungarian-Chinese Chamber of Economy, Hungarian National Association of Entrepreneurs and Employers and Commercial Counselor of Chinese Embassy in Hungary, as well as conducted negotiation the above institutions on agricultural cooperation. During the “China (Sichuan) –Hungary Agriculture Food Promotion and Enterprise Fair”, Sichuan enterprises and 50 Hungarian agricultural enterprises have held negotiations one on one, among which 7 Sichuan enterprises and several Hungarian enterprises have concluded cooperative agreements, with intended investment reaching RMB 180 million.

This activity has underpinned and further expanded economic and trade exchange achievements with Eastern European countries includingRussiaand would greatly promote our agricultural enterprises to cooperate with counterparts of these countries.

 

Deputy Secretary-General Wu Led a Delegation toRussia, Czech andHungaryfor Economic and Trade Promotion

Wu Xiankui, Deputy Secretary-General of Sichuan Provincial People’s Government, led an economic and trade delegation comprising 23 companies to Russia, Czech and Hungary for economic and trade promotion from Sep. 24th to Oct. 3rd, 2014, and particularly attended the 56th World Engineering Expo.

Deputy Secretary-General Wu Xiankui successively attended interview with N.V. Kazachkova - Deputy Governor of Nizhny Novgorod Region, Hramov Vladimir – Deputy General Director of Nizhny Novgorod region CCI, Jan Mládek - Minister of Industry and Trade of the Czech Republic, Karel Kučera – Director of Czech National Trade Promotion Agency, and President of Szabolcs-Szatmár-Bereg megye branch of Hungarian National Association of Entrepreneurs and Employers. They have exchanged views on strengthening information communication and establishing long-term economic and trade cooperation mechanism. Furthermore, Nizhny Novgorod Region government, Nizhny Novgorod Chamber of Industry and Commerce, Ministry of Industry and Trade of theCzechRepublic, Hungarian National Association of Entrepreneurs and Employers have been invited to attend the 15th WCIF. TheBudapestdelegation of commerce chamber will be present at the WCIF this October on invitation.

The delegation respectively held “Economic and Trade Fair for China (Sichuan) - Russia Enterprises” with Nizhny Novgorod region Chamber of Industry and Commerce, “2014 Czech-China (Sichuan) Cooperation Conference on Machinery” with Czech Trade Promotion Agency, and “China (Sichuan)-Hungary Corporation Economic & Trade Fair” with Hungarian National Association of Entrepreneurs and Employers.

These conferences have witnessed cooperation intentions entered into betweenSichuanenterprises and Russian/Czechic/Hungarian institutions and enterprises in fields of mechanical products, electromechanical products, mining development, auto parts, plant construction, advanced composite material and real estate development. The enterprises will closely follow up relevant matters and keep contact with their partners on further cooperation after returning home, to facilitate undertaking projects based on detailed information of the industry and partners as well as corresponding analysis report.

From Sep. 29th to Oct. 3rd,Sichuaneconomic and trade delegation consisting of 23 enterprises participated in the 56th World Engineering Expo in Brno of Czech. On the opening day, Deputy Secretary-General Wu Xiankui attended the opening ceremony and toured the pavilions, compared notes with Ambassador to the Czech Republic Ma Keqing during their interview.

Sichuanexhibitors have aroused wide attention from oversea buyers. In particular, carbon fiber pipe materials and intelligent instrument produced by Chengdu Infoeasy Technology Co., Ltd. have attracted over 20 buyers in this industry to seek cooperation. It is estimated by the company that the revenue gained from European market will attain RMB 200 million annually.
